Removing a tree in Chapin? Step one: inside or outside Town of Chapin limits?
The rule that applies depends on where the parcel sits, not on the mailing address. A Chapin, SC address does not by itself mean a lot is inside the Town's corporate limits. The Town's Unified Zoning and Development Ordinance (UDO) says its articles apply to development within the corporate limits of Chapin as shown on the official zoning map. If you are not sure, ask the Town's planning and zoning staff before scheduling a crew, and have your tax map number ready, since the Town's permit application asks for it.
Town of Chapin tree removal permit rules
For lots inside the Town, the UDO is stricter than many homeowners expect. Section 7.2.1 states that regulations pertaining to tree removal apply to all properties within the Town's jurisdiction, and Section 7.6.5 requires a Landscaping Permit for the removal of any tree on the Town of Chapin Approved Tree Species List that exceeds 8 inches DBH (diameter at breast height), as well as any protected tree.
The UDO defines three protected classes in Section 7.6.3:
- Significant trees: trees from the Approved Tree Species List with a DBH of 18 inches or more.
- Historic trees: trees from the Approved Tree Species List, or noninvasive hardwoods, with a DBH of 24 inches or more or a circumference of 75 inches.
- Iconic trees: trees identified by the Planning Commission or Town Council; they may not be removed or replaced without the Planning Commission's express permission.
Removing a protected tree requires an arborist report submitted with the permit application, showing a finding such as the tree being dead, in irreversible decline, affected by a pest or disease that will cause a hazardous condition, having an uncorrectable structural defect, or being in an unresolvable conflict with infrastructure or overhead lines. Historic trees additionally require a credentialed arborist's finding that there is no reasonable means of preserving the tree. For listed trees between 8 and 18 inches DBH, the UDO lists factors under which the Administrator shall approve the permit, including a hazard to buildings, structures or utility lines, or an immediate threat to people or adjacent structures.
Replacement, mitigation fees and penalties
Section 7.6.5(c) says mitigation and replacement are not required for properties zoned RR, RA, SR1, SR2, SR3, TR1, TR2 and LI unless the project falls under the UDO's development applicability standards, though all properties remain subject to the tree coverage table. Where mitigation does apply, the schedule calls for replacement of 25 percent of caliper inches for understory trees, 33 percent for canopy trees and 50 percent for Significant and Historic trees, or a fee in lieu of $10, $50, $50 and $100 per caliper inch respectively. Replacement trees must be planted within 90 days unless the Administrator grants an extension. The UDO also states that mitigation is not required for sweet gum, pecan trees, or pine trees not on the Approved Tree Species List. A tree removed without a permit is charged double the mitigation cost in the table, so confirming first costs far less than guessing.
Storm-damaged and hazardous trees
Under the UDO's hazardous tree exemption, when a tree poses an imminent threat to public safety or property, such as after a catastrophic event, the Administrator may waive the requirements. The tree may be removed before consulting the Town depending on conditions, but written and photographic documentation describing the threat must be submitted in every case, and replacement can be required if the threat resulted from negligence. Before and after photos from the crew make this easier. For storm calls more broadly, see our guide to emergency tree removal.
How to apply in Chapin
The Town's Minor Improvement Permit Application covers roofing, HVAC, accessory additions, tree removal and exterior changes. Its tree removal section asks for the tree's circumference and height and the criteria for removal, and it states that removal of more than three trees or extensive clearing requires a Zoning Permit application instead. The form notes that fees are set by Town Council and that incomplete applications will not be processed. Many providers will help gather measurements and photos, but the property owner signs and remains responsible for the application.
Chapin addresses in unincorporated Lexington County
If the parcel is outside Town limits in Lexington County, the County's Landscape FAQ states that the Landscape and Open Space Ordinance does not apply to an individual's single-family residential lot. The ordinance's trophy tree survey and mitigation rules apply to regulated developments and subdivisions, and the County code notes that land disturbance permits must be obtained before removing stumps, root systems or stabilizing vegetation in regulated development. HOA covenants in lake communities can still restrict removal, so read them before booking.
Lake Murray lots in Chapin
Many Chapin properties sit on or near Lake Murray. Below the shoreline boundary, Dominion Energy's permitting guidelines govern vegetation, buffers and replanting; our shoreline rules guide explains the 360-foot contour and buffer zones in detail. For a Chapin lakefront lot, expect to clear both the Town or County question on this page and the Dominion question on that one before cutting near the water.
What Chapin tree removal costs
No city, county or state agency publishes tree-service prices for Chapin, Lexington County or the state, so what a removal costs comes from written quotes. The published costs that do apply are the Town's: where mitigation is required, the UDO's fee in lieu runs $10 to $100 per caliper inch depending on the tree's class (see the table). In Chapin, ask each provider to list separately any arborist report needed for a protected tree, permit preparation, crane time, stump grinding and debris haul-off, and to state whether Town mitigation or replanting is included or excluded.

Questions to ask a Chapin provider
Ask whether the provider has handled Town of Chapin landscaping permits, who prepares the arborist report when one is needed, and whether the quote assumes the permit is approved. Confirm liability and workers' compensation insurance, how the crew will protect driveways, septic areas and lawns, and how stumps will be handled. Get the scope, cleanup and price in writing before work begins.
